The Roman Empire that emerged from the crisis of the third century wasn't a dying state. The rise of bureaucracy is one of the fundamental facets of this later Roman Empire. In place of the few hundred actual imperial employees in the first or second century, there were perhaps 25 or 35,000 imperial bureaucrats by the middle of the 4th century.
