Before Proof of Steak, block proposers built the blocks and proposed the blocks. Now a majority of validators run Flashbot's MEV Boost client which essentially separates proposing and building into two different actors. Block builders want to produce a block that maximizes fees collected in the form of priority fees and MEV. It also prevents MEV from centralizing the validator set and mitigates against censorship.
