The Importance of Section 702 in Protecting National Security
At the time of the Snowden revelations PCLOB had been created, I believe under the Bush era, but had been kind of sitting dormant wasn't really fully staffed. And if you look at today, today, the NSA continues to use its authority under FISA section 702 to collect both the content and metadata of communication or non Americans located outside the US. This was first added in to FISA in 2008 and renewed for six years in 2018 so it is set to expire at the end of December if Congress does not reauthorize it by then.
