President Porfirio Diaz used capable men wherever he found them, irrespective of what their past political opinions may have been. Deas relied on the men of his own generation rather than leaving the door open for new blood to enter the system. Far from being a monolithic force that is sometimes purported to be, the Diaz regime was actually a patchwork quilt of rival political groups who shared little in common beyond personal loyalty to Don PorFirio. The most important of these internal rifts divided the Cienting click from provincial elites who valued autonomy and continued to believe in federalism.
