Is There a Need for Soft Infrastructure in Africa?
Karen, I was wondering what you saw on this issue from the African side. Was there awareness of this kind of need to proactively develop soft infrastructure and what kinds of initiatives do you see them doing? Based on my observation on the ground, so far there hasn't been an interest expressed from the local stakeholders that I have interviewed. The problem with railways though is they're very slow to repay the massive upfront costs that are needed to pay for this things.
