Machiavelli's Distinction From the Orders of Others

Machiavelli uses words that he can't recall having come across prior to Machiavelli. I take modes to be a lower level. Modes are something that princes make use of. Orders are a higher level thing that princes are instituting. If this language right here in the last clause of that sentence, I depart from the orders of others. So what's he doing?
