The soviet leadership has always understood the importance of trying to win over allies that don't have socialist governments, especialyin the global south. This is one of the other significant differences between the chinese government and the soviet government. Thirde national has always been about not just class struggle but it's also about national oppression. And when you understand that element within the imperialist world system, it actually helps understand what a socialist foreign policy could look like.
