Isn't It a Provocation, Unless You're Touching the North Atlantic?

Nato conducting military exercises directly on russia border is so much more of a provocation than russia sending troops internally within its own borders. The idea is that they want to provoke russia into a invading ukraine, to get pretexts to pass an insane package of sanctions in order to isolate r Russia. And again, they've admitted that they could not win a war, a land war, with rRussia unless it went nuclear. But then again, like i said, no one wins o to do it first.
