There are undercurrents within what comes to be called progressivism that in some ways anticipate what we would think of as fascism today. But they weren't fascists because there was no such thing at the time. People like Teddy Roosevelt and Herbert Crowley believed that a strong government and centralization of power would be pivotal to securing America's place in the world. They, the term progressive gives way to the idea of liberalism as people realize maybe there do need to be constraints on government.
