Constantine's Main Goal Is Unity, Unity, Right?

Eusebius of cesarea, who only a few months ago had been excommunicated, is asked by constantine to give the opening speech and basically preside over the council. He convenes it in nicea, which is basically his vacation home. But eusebius signs the creed of of nicia, which is something that you might not expect him to do, but he gives an explanation.
