BIPs are, I guess, like a very technical specification of some idea that it's relevant to Bitcoin. It doesn't even have to be something that goes into Bitcoin core or the protocol. They're really just if you're familiar with like the way the internet was designed. Casey: "I think people get confused if like what makes it as a BIP number, a BIP draft"
