Is There a Global Content Moderation System?
I don't think you can have a system that is centrally controlled right, so that there's one decision point. Trying to centrally do really granular content moderation will anger a lot of people all of the time. By contrast, if you design a system like Mastodon or anything that really sits on the activity pub protocol, no central authority can kick an instance off the network. Then I think you've diffused one set of debates, but you've still allowed people to feel the safety and security that they need to express themselves online.
