The North Carolina Supreme Court said that the legislature was gerrymandered and thus an unconstitutional legislature so they can't put constitutional amendments on the ballot. The two sides are arguing over who will oversee that trial court fact finding mission. Republicans would like a three judge panel. Democrats would like Judge Ridgway to preside over.
