The last sign that you need to re structure your team, it has to do with the make up of the team itself. Sign number three is this, you don't have a diverse group of people on your leadership team. Stuck churches tend to have a team that's much more homo genius. They hire people who are similar in age and atnicity, while possessing similar strength and experiences.

Sometimes churches put people in leadership positions when they simply don’t have the leadership gift or capacity required for the role.
