The Truth Bill, the Myth of Drug Regulation in India
The Jan Bishwas Bill proposes making Section 27D of the Drugs and Cosmetics Act a compoundable offence. The existing provision which provides for a punishment of up to two years in prison and a fine of two rupees 20,000 will now be made compoundable on a payment of Rs 5 lakhs. A compoundable basically means that if the accused is ready to pay the fine, the case will not go to trial and he does not have to serve any jail time. We explore these questions and more with Prashant Reddy, lawyer and co-author of the book, the Truth Bill, the Myth of Drug Regulation in India.
