At the end of the Cold War, a sense that containment isn't necessarily such a moral policy. The whole point of containment was to essentially box in a revolutionary ideology which then couldn't digest stasis and eventually would it's aggressiveness would implode. So there was a freedom agenda, deeply embedded in the neo con camp.
