Web content accessibility guidelines (WCAG) were released in 1998. WCAG is a W3C with its worldwide web consortium who bring us all these guidelines to help us navigate the web. And this is specifically as it was made for people with disabilities or ability divergent people because that's also something. When you talk about accessibility, some people don't like to be called disabled so it can be very sensitive. So it's an issue of understanding what people want to be called as well.
