In a sense, he is worried about the American presidency becoming a bit of a despotism. His main concern is bottom-up tyranny. If you have everyone who's more or less the same socially and intellectually, there's a predominance of Protestantism. The danger I think he felt is that these people will impose their views. He does give examples of Catholic minorities being beaten up.
