Is There a Vocabulary of Purposes in the Laws of Physics?

In principle, we could describe things all in terms of the vocabulary that physics uses. But if our goal is to find structures and creatures that we recognize from a first-person point of view then we are going to have to introduce that vocabulary at some stage. And even if we don't solve the problem of consciousness, there's still, we still need a rough picture of what's going on in our brains. So we need to be able to think of ourselves as collecting information, storing that information, making decisions based on information.
