How Much Weight Do Mormons Give Their Proclamations?

Mormon leader Rex Lee says church leaders' pronouncements don't have the same weight as doctrine. But he adds that if I cannot reconcile their statements on government and politics with my own views, then I would hear to my own views. In short, there's a general attitude of deference towards church leaders view by whom what they say is great or dirty use of passive voice.
