What's the Process of Asset Forfeiture?
Every two years there was a new crime bill every October of an even numbered year. In those days it was also a Ricoh forfeiture, and there was forfeiture for other things as well. It wasn't until the civil asset forfeiture reform act in 2000 that forfeiture was expanded beyond street crimes to include all the white collar crimes. That's where we've seen a huge increase since then.
