The president's reading first proposal passed in December of 2001 as part of the No Child Left Behind Act, with huge bipartisan support. There were only 10 votes against it in the Senate. But it wasn't going to be easy to convince schools to adopt programs based on the science of reading because a lot of them liked what they were already doing. The two women whose names are Irene Fountess and Gay Sue Penel help explain why Cuing is still so big in American schools.
