Is There a Tailwind on the Approach?

The plane was cleared for a landing on runway 31, but the flight crew requested an approach to runway 13 instead because there was a tailwind. When there's a tailwind, you require more runway to land and when the runway is wet or slick, then you need more runway to landed. One way, one, three had what they call a non precision approach, which meant that it only had a localizer and no glide slope.
