I think it would be difficult given the fundamental personal responsibility of Putin for these horrific crimes. It's possible if there was a deal that was worked out with Russia, the Security Council could agree to kind of iteratively delay any proceedings from moving forward as part of a peace deal. But I suspect that that is difficult politically for the members, the other four members of the Security Council to get behind unless it really was the only way to bring an end to the war.
