The Violence Against Women Act Hits a Roadblock

The federal government does not prosecute that many domestic violence cases as a whole. That's what the Violence Against Women Act is. It's a federal standard adopted first in 1994 that says that this is a crime. But then again, as the federal government frequently does, it left its prosecution of it to state and local authorities rather than taking on the task of prosecuting these crimes in federal court. You looked at six different states and you did case studies. Was there something really that you found out from these six states that gives us a clue about domestic violence?
