Romania wants Bulgaria to give them Cilistra, a strategically important town south of the Danube. Both Russia and Austria-Hungary want this issue settled, so they put pressure on Bulgaria to give in. The Serbs refuse to surrender any of the villages in Macedonia, which they had occupied.
