We can't even find out from our own government what'swer, what's going on. Other countries play to win. We just play. And i got to tell you from somebody who's spent time on the other side of the desk. There's nobody behind the scenes that's saying "Ah, yes, and then we're going to conduct ex ments here" Nobody's actually making these rational decisions. No rational decision maker at the top.
