What they did was came up with a process of compensation for the victims of 9-11. You would get a payout if you agreed not to take out civil action, basically. That was overseen by an ultra-Zionist called Kenneth Feinberg,. He oversaw executive compensation payouts who got them and who didn't after the financial crash of 2008.
