The Marshall Plan and Arms Control and Nuclear Weapons Control

In 1947, the US Truman Science and National Security Act was passed. This creates the CIA, the Joint Chiefs of Staff, the National Security Council. And this is the real national security state structure of the US Empire. It's basically laid out at this time in a document called NSC 10 which elaborates on covert operations. I'll give you a little quote here from the document itself: Foreign operations are so planned and executed that any US government for them is not responsible to unauthorized persons if uncovered. So this is- Yeah, and speaking of aid after World War II, there actually was money offered to the USSR, but it was less than what was offered to the defeated Nazi Germany.
