The Politics of Government

I wanted to your perspective on the question of how government responds to certain things as Meghna was pointing out. Is it politics whereby you know one set of one set of ideology on such as saying we can't be cruel to animals so let us just go the other way is it because of tensions between center and state or whatever that this situation that we are now facing has now gone to the other entire extreme? I mean any from a administrative perspective you know let me give you the picture the legal picture which Megra knows better but I'm talking administratively the municipal corporations all have throughout the country they are governed by acts they are state acts. There is also a Ministry of Urban Development which
