As soon as the towers fell, Turkmen Bosch who reversed his stance on the Taliban and agreed to let the Pentagon use his country as a gigantic airstrip. During Clinton's time, Turkmenistan had barely rated $600,000 a year in military aid. By 2003, after giving the US access to Turkmen airspace and some land rights, that aid topped 19.2 million.
