Why Can't Airplanes Fly Over Tibet?

Tibet is very high, with an average elevation of almost five thousand meters. Aeroplanes do have oxygen masks, but these only have enough oxygen for 15 to 20 minutes. installing and maintaining a radar network in tibet would be incredibly expensive. If there's no radar network, then there's no way of guiding and supporting pilots. And so they just don't do it in the first place.
