Is Ron a Stalker?

Two years ago, Sarah was stalked by an RA at her university. She reported him to the residential office but they had no idea who she was talking about. The campus police then spoke to the dean of students and he is still inRA. He has a history of stalking women going back at least five years. There are even reports that he got physical with two separate people before coming to this university. If I hear from him I'm issuing a no contact order to ensure that he stays away from me.
