The Process of Calling a Civil Service Press Office
Journalists often call civil service press offices to get a sense of what's going on inside government. But they're not in any way transparent and don't help journalists understand the policy unless you've got good contacts, which not everyone has. The House of Lords is actually one of the best functioning institutions in Westminster,. At least I would argue that's where a lot of legislative scrutiny is taking place. And there's a lot of low hanging fruit out there if you focused on structural errors.
