Turning off the Wi-Fi at a San Francisco Library branch is part of an effort to keep unhoused folks out of the neighborhood. Even here in the Bay Area there's still a stark divide between who has internet access and who does not. Many social services like food stamps, Medi-Cal, housing applications have all been shifted online. And if you can't access the internet, you can only really marginally participate in society.
