The county of Ventura has made $40 million in savings with trained over 5,000 employees. "We didn't want to be the county that said, well, you know, we're going to do less with less," says County Manager Paul Groeskold. A former pilot and ex-commander of a Navy base had connections at Leansick Sigma training center there. The first thing they did was a project on procurement; it caught everyone's attention.
