Reading First - The Bush Administration's Favorite Program
Reading Recovery Council of North America filed a complaint with the U.S. Department of Education's Office of Inspector General. Audit found that some consultants who reviewed reading first grant proposals had professional ties to commercial reading programs. By the end of 2007, Democrats in Congress had cut the budget for reading first by more than 60%.
