The UN opposed Portugal on the grounds that they were breaking ranks, and the war on drugs was still winnable. Of course, they've been proven wrong, and Portugal's been proven right. The decision as to whether a drug is legally illegal isn't made on the basis of science, it's not made on the based of harm or political utility. If we want to stop people using drugs, the best thing to do is to treat people who cannot stop using because they're dependent as addicts. That essentially undermines the economics of the black market - if there is no black market, then drug use will fall.
