Evelyn won't kill her daughter to take away an avenue for Joe Boo to destroy the world through. That would be weakness because that would be allowing another thing that could be taken away from her when no matter what it's still not good enough for mom. And you just see this like endless cycle over and over this movie finds ways to slap you with it over and over and over again, but yet the part of her that still needs her mom wins out anyway.
