In utilitarianism, there's almost no such thing as a moral action. Everything seems to have some minimal effect on pleasure and suffer ring. So even in a situation where thieving would actually minimize suffering, you should still not do it because of your allegence to this rule. And so what if it's the case that living as a utility arian is wrong by a utilitarian standard? Well, then utilitarian dictates that we don't always live by utilitarianism in this way. It kind of self defeats.
