State Capacity - I'm Having a Hard Time Attributing That Change to the Senate

I'm having a bit of a challenge drawing a kind of continuity here between, and maybe actually this continuity never existed, right? Between basically maybe a left movement that was more optimistic in the past and between now and that change. I don't think it's quite what it's chalked up to be because while you can point to it and say this is one of the causes of less ability to basically do things, I think that a lot of other questions including internal fracturing, including state capacity, which I mean, my cards on the table I'm super into and super into studying.
