The Troubles of the Italian Invasion of Ethiopia
There was some disagreement about exactly what that document meant. Yugoslavia and Romania generally put more emphasis on its possible military implications. Greece and Turkey, both concerned about angering their larger neighbors, downplayed the possible military dimension of the agreement. The agreement as a whole would take on added urgency during 1935 with the Italian invasion of Ethiopia.
