There was certainly an age where there was a greater deference to senior civil servants and a very hierarchical civil service. And I think for a lot of people that's created the sense that there was this sort of golden age of big beasts in the civil service who strid all the issues, but actually talking to a lot of them. You know, we should remember that these were not experts. We are very harsh about today's government and with, you know, good reason. If I think if we applied the same lens to previous governments that would have been colossal waste of money poor policy making poor policy outcomes," he says.
