Is GE Guilty of Earnings Manipulation?

The SEC charged GE with earnings manipulation in 2009 and to which they settled for a mere $50 million or with Jack Wells share. In his book, From the Gut, Patrick O'Mara says that Welsh was prepared for this question before he died. "He must have had a guilty conscience," writes O'Mariel.
