The Russians Aren't a Threat, but They're Being Treated Badly.

There was a possibility of complacency. It doesn't present a threat, and it does have real concerns. If you insult somebody, they're insulted even if you didn't intend to insult them. The issue is not whether you your intent was, but whether they feel insulted. There's no response that's even worse than rejecting the response the foray. I think is incredibly foolish, and couldn't ewud be that stupid?
