There was a tipping point and that is when the new, Nixon's new Secretary of Defense, Melvin Laird, who was a congressman from Wisconsin. He had met with several of the women when he was a Congressmen on Capitol Hill. And so he decided that instead of the keep quiet policy that the government had enforced over the last few years, that he was going to launch a Go Public campaign. So their persistence got his attention, but his about face or 180 degree change in policy really, really was the tipping point.
