Is There Still a Tooling Solution?

Swift was originally designed with the idea that every change to the language would always come with a tool. We may be moving away from that a bit, but it's still very early. I certainly think what we're expecting to see is that the rate of big breaking changes will go down as the language matures. Also, the amount of usage of the language will ideally go up as the languagematures.
