Microsoft's Chromebook: A Low Cost Experience

Whatever Microsoft does in this space, it is nothing like comparable to the whole bet the whole farm that Apple did with the move from Intel to Apple Silicon. And that's why I think it's either going to be targeted to a specific price point and marketplace like educational to take on the Chromebook market. But don't forget that one of the things that has been talked about for Windows 12 is a specifically sort of an educational Chromebook locked down simplified version which would be absolutely ideal on ARM.
