I think of your proposals in the end as, I can't remember if you describe it this way, but bottom up, international law proposals. Can you explain that and why that basic approach makes sense? There are many reasons why top down projects fail. Their ambition is almost never matched by capacity. You know, look at the Marshall Plan where once it succeeded rather than say, okay, we won, we converted that into the OECD.
