Is There a Less Serious Type of Child Pornography Offender?

i looked at a couple o so called fact checks, first being the a p and the a p accuses howley of twisting. So i went doing some digging this afternoon because i read through his tweet thread,. There's a lot of citations there. It seems like it kind of checks out. My question is, what am i missing? If anything, what is the counter to this? What is the defence to this? How is this being potentially mis sented?
